It's govt, they'd lose a foot race with a glacier.Provoke them and they can f-up your life especially in places like development services.You may want to hire a runner (guys that take your permits thru the system), ask a developer and they should know some guys.

So, if you own property, you can do a lease option.If you don't, you can do a CA.I don't want to over sugar coat the statutes though...keep in mind, I've done this for 10 years and went thru all the mess in 05, then spent endless hours going thru each line of Title 2, then spent about $12k on doc revisions...so...don't go to Staples for you lease option docs!!

Spend you time looking into tax benefits, economic development, municipal bonds, partnering with tax credit syndicators and toss those Section 42 programs off to an established developer who has the political horsepower to get the deal along with you in doing phases on the commercial side....possibilities are endless but really need to look closely at your market and create opportunities for those who are already there .
