Kind of had me worried I might be getting scammed lol.

Big scam.

It's really hard there to get people out for non payment, to the point where there are professional tenants who specialize in scamming free rent. 

When Signing the contract, the attorney asked me to write 4 checks.1. downpayment (5%)2. courier fee ($180)3. title fee ($850)4. survey ($500)5. his fee ($1500)This is actually my second house, but I don't recalled being asked for survey, title, and courier fee on the day of signing the contract.Could it be possible that this attorney trying to scam me?

I'd say he ran into trouble from poor spending habits and a scam that cost him any savings he might have had. 

It's those maniacs that buy homes cash via quit claim deed off of craigslist that really get screwed.Make sure your property manager is a licensed real estate brokerage.Google Clayton Morris scam and/or Morris Invest scam for a cautionary tale of what not to do when buying turnkey real estateUnderstand you can not eliminate all risk, only mitigate it.

You really want to see their ID and take down their Info, there’s a lot of pretenders out there that will try to scam you.

I'm assuming this is a scam but wasn't able to find much on the internet about them. 

This is one of the biggest government-backed scams around.
