Since you mentioned that you are getting started, I highly suggest you house-hack (this is how I got started in Costa Mesa, Orange County).

More effort should go into enforcing existing permitting laws and cracking down on unpermitted work rather than imposing costly regulations that push property owners into avoidance tactics.If the goal is to improve fire safety in Worcester’s aging multifamily housing stock, the best approach is to encourage full renovations that bring buildings up to modern safety standards—not to place additional financial burdens on responsible owners.

I'm from Leesburg, and I can tell you—multi-family is a solid choice (piggybacking the previous comments which I agree 💯), especially with that live-in/rent-out, house hack strategy.

You need real insurance that covers the house when guests are there, or when it's empty in between guests. 

The federal fair housing act is extremely sensitive and can be even more sensitive in certain states and cities.

I would also mention that once you have invested in Utah, I recommend the Utah Rental Housing Association as a resource.

Its a 3bd/1.5 bath row home Either the rehab sucks and the house looks like crap, or, you overpriced it.
