I run a real estate team out of Cincinnati, OH.

I am doing a job in Shaker Heights OH for which I currently have 150% of budget in escrow with the town housing dpt.I can only get the funds released once violations are rectified. 

Oh, and it wasn't clear in your post whether the area of the property you're looking at is LADWP or Edison, though to be honest it doesn't make too much of a difference. 

In Ohio I would look up the Tax Lien Lady....I think that is where she is based.
