If you have numbers, reason and ration behind your offer the only thing the seller can do is accept, counter, or decline.

Don’t provide a specific answer when you decline their application.

Neighborhoods change and the most likely scenario is those areas will continue to decline.

And unsecured funds into your personal account could earn a decline on your loan.  

You want to like the person you share your house with.Don't be afraid to decline people.

Similarly, I do not expect in most areas of San Diego the STR regulations will have much impact on the rents.However, certain beach communities, such as Mission Beach where our STR is located, have enough STRs that there may be a resulting price decline but I would not view the price decline as a price reduction because the profit of the RE is substantially different when it cannot be used as an STR.I will use our STR as an example. 

With the exception of very recently possibly, there’s not much appreciation, but there’s also no declines.

A lot of the research I've done shows that it has a declining population and not much job growth happening, with many large employers laying off a lot of people.

Overall it was a good experience but I decided to sell it after retiring because the property management company had really declined.
