When you see a new adult enter the picture, they need to tell you who they are, the status.You also can't make requirements of who is in their, or out of their, family unit.

I would call adult protective services in your  town and tell them you have a tenant that is depressed and that you have no idea how to handle the situation and ask them if they can come by and evaluate his him and his situation.
