If there is no HOA because it has been family run, it will be dicey, but generally if it is a private road, all those on the road are collectively responsible for maintenance and improvements.

As one who was personally defrauded by Clayton (despite his claims it was all his partner's fault), it really is disingenuous for him not to take responsibility when his Ponzi scheme fell apart.

Water/sewer/trash bills are killer in the City and they are ruthless about holding housing providers responsible while letting tenants repeatedly off the hook. 

Get to know them, let them know you are a good responsible home owner and business owner.
