So to break it down very simply, if a property is already zoned for two units, lets say a duplex does the city just need to grant a building permit to add additional living space?  

For example, say a home sells very cheap in foreclosure, that number will drive the Zillow number way down, then you turn around and sell it for more and it goes way back up. 

Lets say a triplex is listed for $480,000.
