(Ironically, I'm sure a good portion of the people arguing against development are also upset with the government for not tackling the affordable housing issue.)If I were WIP and felt I just got cheated out of my right to develop that land, I would have put a fence around it.

The foundation was already approved, permitted and finaled years ago for a 3400 sf house, and its solid and I won't be building directly on the overhang edge; but rather back away from the edge a few feet to prevent any load issues all the weight will be on the longer sides of the existing footing.

It markets our properties, screens our tenants, collects our rent, deposits it into our bank accounts, has full accounting and reporting features, has a tenant facing web portal & app where tenants can log in and report maintenance issues and see their account, etc, for $2/door/month - but they have a $45 minimum monthly fee... so up until you cross 22 doors it would be $45.

@Darrell Overly there are certainly enough mobile homes in the area around phoenix (East Mesa/Apache juction) but your issue may be the age of the homes and any limitations the park has on renting.

I own a unique mobile home park in South Carolina that's relatively small (5 acres) comprised of 12 lots (I own 8 of the homes while the other 4 are owner-occupied and charged lot rent) along with a house (3 units).
