I see the difference between an ideology based on feeling and the ecosystem and a system of justice.

I believe there is Justice in this world.

"The arc of the moral universe is long, but it bends toward justice."  

But at least there's satisfaction knowing that the bad guys might more likely be brought to justice.

Hi, Having done far too many evictions in my younger days, in your part of the country, I would just find the local justice of the peace, for a small fee they will have them out the sheriff will throw their stuff in the front yard.

You would hold the Criminal Justice department (or what ever that branch is called in that area) responsible for any damages and rents, not the residents. 

Some jurisdictions limit how much security deposit you may collect, so be sure to check your local laws.Whether or not a person is documented or undocumented, if they enter our criminal justice system they can be found.
