Most of my offers I got told were to low and to up them if I wanted to compete, and I just told them the price I offered is my best unless they want to give me a counter offer.

We counter offered $76k hoping he would bump up his offer to 74k and we would have just let it go like that, but the guy didn't want to play ball and walked away.

You can always counter offer, in writing of course, and hear what they say. 

What you are proposing with a change in purchase price is a counter-offer.

If there is seller multiple counter offers, they’re going to ask about it.It’s happened to me before and they mentioned in the appraisal that there were multiple offers.

When I acquired the last two properties before becoming an agent, in 45 days (thanks to 1031 exchange rules): We looked at over 20 properties in person, my agent wrote 15 offers (not including responding to various counter offers), we had one escrow fall through during the inspection period as we decided the property wasn't for us and closed on two deals just days apart.

You can always try to renegotiate new terms based on whatever inspection you find and counter offer them.
