I was wondering where the disconnect was between what Brandon's saying and what I'm seeing. 

Under standing the disconnect between appraisers, realtors and the reality of the market place gets me all riled up sometimes. 

If they were delinquent prior to, say, ~November, during "non-extreme" weather months, why wasn't the service disconnected?

The owners phone number was disconnected, so he remained in the house.  

Nothing is worse than getting a ton of disconnects when you think you're paying for good data.

@Henry T. offset is when the pipe sections don't align with each other meaning where they put a joint in the pipe it is now disconnected by a little or alot You could get estimates for repair these sections vs replacing the line.

There's a lot of tire kickers and disconnected numbers to go through ;-)

Eventually prices will start coming down but there is a disconnect between experienced investors who know what the market is doing and the general public (sellers) who don't know what is going on. 

The one thing I see that needs to be added is to have somebody re-connect the water meter; those are usually disconnected from the pipes at both ends.And who know if there is a laundry area that has a clothes washer (not on the list Roy had).Ditto for any pool / hut tub / spa.

Installing, New panel service,  underground conduits, emergency disconnects, and supplying the appropriate load usage tables to the Elec Dept is a major headache.
