You can look for commercial end financing, (the commercial department in a bank, not the mortgage department, and they won't do 30 year financing) or you can look for a Hard Money Lender who will lend to you with title in your own name.

Originally the water department provide the usage by cubic foot, which I then have to covert to gallons, and divide by the number of days in the period.

One for a cash out re-fi (can be a conventional mortgage which would be better terms), and one for buying the investment property (commercial loan department of a bank).If you don't need to finance any construction/rehab, I'd recommend republic bank.
