If you cannot afford the health and safety requirements of owning real estate, I'd suggest you find another type of business. 

We just want to be in compliance with the law and follow safety precautions.

I like to buy single family homes in Detroit I can easily understand a street or block (as far as safety, culture, demographics) better than I can for multi-family in Detroit.
