DSCR is primarily used if you've capped your 10 eligible government backed loans. 

Also the constant in and out of different families probably wears the property much faster than usual, there is much more liability with constantly changing  tenants, and many locals governments are creating ordinances against them.

  #1 employer is the state government with the capital here, and the #2 employer is the Federal government with 3 military bases. 

Maybe they're tired of investing in real estate and would rather put their money elsewhere. 30 years of tax deferral lets you hold onto the government's money for 30 years.

So, the government is providing a solution to something to which there is no problem.  

Anyone have any experience leasing commercial space to the government.

There is no personal loan for non owner.Loans are organized like this for non owners:1-4 can be a conventional or government backed or DSCR or bank statement loan- lots of variety in products.

Unless there is some government intervention on government backed mortgage programs I don't see rates going back to 4% range.
