I've been keeping my eye on San Antonio a bit as it seems it's going through a correction and potential for cash flow may be increasing.

There are many times the architect/engineer gets busy doing other jobs and forgets your plans at the city or delays picking them up/making corrections 4.

I know very little about legal precedent but I'd expect the major meter manufactures (selling into the utility space) to be well incentived to challenge these items best they can, and they have money.Here are the issues, and the reasons that the difference between an air forced system and a boiler/hydronic system are not meaningful for this discussion (ie efficacy issues of sub metering exist for either when method of measurement is measuring heat at point of delivery):In either case, the blower (or pump for a boiler) is the method of 'moving' either air (central air) or water/glycol or equivalent (boiler etc). 

But I’m still not 100% sure which is the correct answer...

Also did not know a possible payment method could be so polarizing.

Also, do you have any idea what you'd like to do in terms of the method of investing? 

If your lease has that clause (and assuming your local laws permit), consider notifying your PM of you intent to escrow your rent payments until the situation has been corrected.

I agree with you, that for my first property, I should be picky and make sure I do it correctly.
