I have read that if you get the tenants to pay for their own water own water, water consumption will go down.

It wouldn't make sense in a house like this unless you were gutting it imo though Not sure why this would have been directed to me - I suggested he submeter due to his earlier post stating that he could not do that until the lease was up; the lease probably says landlord pays water, but that does not limit the landlord from measuring consumption by submetering - it just means that he can't present a water bill to the tenant.

But if there is a small payment due to the electric utility each month, then let the tenants collect the occasional bonus - rather than you being stuck with a large bill due to (wasteful) utility consumption.

Money is nice too, but knowing myself and finding a stride where I can wake up energized and optimistic about life every day is what I'm after.I grew up poor with two high school drop-outs as parents who abused alcohol, drugs, and me.

In general I believe people should be made aware and incentivized for their own consumption.

Also, some people say, you will have a higher likeliness of negative tenant behavior like drug/alcohol abuse and less than desirable guests(eg. son/husband just got of prison or in a gang, or daughters BF is same).

No alcohol is sold in South Holland, they have strict rental guidelines in the city. 

In addition, it is reported this generations mindset is set more towards living an experiential life as opposed to one of consumption of possessions, unlike that of the next large group of renters.
