If any part of the house is in the 100 year flood zone, we always build the finished floor elevation to be 1 foot above that elevation, so even in a 100 year flood event, the house will stay dry.

Even if your duplex is older than this, the surrounding homes being newer will seem to elevate the neighborhood in quality of tenant, schools, etc.St Paul does have a rental inspection program you have to deal with.

That would involve sources in the common hallways, common mechanical chase, at the elevators, near windows at the end of the hallway, etc.I agree with Steven that the owner above or a neighbor to the side would be liable if the mold was caused by something that occurred in their spaces.As for saleability of the condo, I'd say that so long as you remove it in a safe manner and have some kind of documentation that it was done by professionals who stand by their work (and carry general liability and environmental liability insurance) then the fact that mold was there at one time should NOT be an issue affecting the sales price.Good luck.Travis W.

I did not choose to raise the floor in my basement but there was a couple inches difference in elevation throughout the basement.I had water coming into the basement primarily through cracks in the floor.

He put in a toilet inside the gazebo, an air conditioner, and ran a 3" sewer drain from the gazebo 35' east, 60' south, then 47' west to a deep pit where he used a sump pump to connect to the existing drain which is higher in elevation, why the loop?

Otherwise, I'd not agree, prices of ground level are the premium units, not taking groceries up flights of stairs, that changes if there is an elevator.
