Are there sidewalks and streetlights?

At my other homes in other cities the sidewalks are always shoveled, the grass gets cut, the street gets cleaned, etc.  

The next stage in the matrix is called land development which consists of horizontal physical improvements like grading soil, installing wet and dry utilities, street improvements and flatwork (pouring streets and sidewalk, etc.). 

I know that most investors lump developers and builders into one category, but in my mind they are separate.Developers - buy raw ground and do horizontal construction (utilities, roads, sidewalks, etc)Builders - buy build ready lots and do veritical construction (homes, commercial buildings, apartments)Many times both tasks are performed by the same person/company, leading to the confusion.How developers make money:1. 

There's a chance the blockage occurs between a certain part of the sidewalk and the street.

We had to have a company come dig up the sidewalk and repair the pipe that the problem was originating from.

Still gathering the details but it seems like they fell outside on the side walk walking by and had two knee surgeries since.

The results of the land survey show that the side fence between our neighbor and our house was built 1.5ft into our side, leading to a 3.5ft width of our side walk alley and a 6.5ft side walk alley on her side.
