That was their first and last section 8 tenant  Could it be they moved out and simply wanted to punish the landlord?

@Ladè Baruwa I wouldn’t not do D Class unless you’re a glutton for punishment.

HIM: small time contractor who is being punished for his honesty, giving you a below market total price and breaking down exactly how much it costs: labor and the cost of owning and using tools to cover scope of his work in this industry.

We bother no one and it's not fair for him to be punished over and over. 

I also saw tons of fraud but most of them were cut off but never punished because the state spends their resources on handouts and has nothing left for investigations or enforcement.

These laws do nothing but punish the law-abiding "good" landlords by shaking them down for annual fees, wasted time, and unnecessary expenses.

Meanwhile, people that abuse the system don't get punished at all. 

Turns out people don't pay rent when there is no punishment for it. 

Soon, in NYC, collecting rent will be a punishable offense. 

Might use a pro next time unless I feel up for some punishment.
