I am interested to know if the code is specific to have the NM wire cover being a plastic/pvc cover, and if those wires from the 60's have the right gauge by code.

For example, I am going to get flood barriers for my front door and expandable sand bags for the patio doors. 

We moved walls, added a laundry room inside the property, added a patio, added privacy fencing, added an automatic sliding gate, closed off exterior doors, added exterior doors, new windows, and all the cosmetic upgrades you'd expect in a flipped house.

so i was hoping to just purchase bulk roles of thicker linoleum in sheets and glue it down to the porous cleaned concrete and install painted real wood or plastic (not mdf) molding around the trim for a finished look.how much would linoleum cost per sq ft and wheres the best place to get it the cheapest around here in LAcounty?
