If he wants to stay for more than 30 days, he needs to abide by the intent of the lease and pay the security deposit.

Not that I'm aware of with any of my landlord clients - if there's a government shutdown that could be a possibility, but the payments will always be prorated for any missed payments.City wouldn't intentionally delay payment once you're setup and "in the system"... they want to keep any voucher tenants housed and out of shelters. 

Be intentional with your landlord relationships and arbitrage properties.

Clayton County needs to get this in order but I believe its being done on purpose.Every time there is a judicial hold-up ( and I mean that in both senses of the word) like this, it is intentional.

I know my answer would be no and I imagine people who try that are going to get screwed because no one is representing them or guiding them with good intentions. 

It is clear that your intent is to purchase properties, fix them up (rehab) and then sell them off.
