This might be something like a septic system replacement or digging a new drain field, which I have heard can get crazy expensive.

You will NEVER get rid of the issue unless you put costly drains around the foundation to drain off excess water properly.

If it's a house from the 50s/60s never updated, then you might have galvanized plumbing and old cast iron drain pipes.  

I left the splash guard in the drain of the sink where it belongs.

Can you partner with the neighbor somehow to make it their benefit also - like installing two new drain fields or connecting to the City sewer together to cut cost?
