The worst part (allegedly, right now) is that we think their realtor is in on it.

Now that times are good and the media is hyping how much money experienced investors are allegedly making, everyone is tired of their 9-5 and ready to be their own boss again.

While I know what happened, proving it if the tenant contests the allegations in front of a judge could be problematic.  

Having had a property burn to the ground due to tenant behavior (alleged neglegence, per insurance company), maybe I see things differently.

I recommend you seek a professional (broker, realtor) to determine what your market rate should be, mainly as "proof" in case they allege that you did so as a retaliation for them reporting you.3) Understand that your tenants will see moving as a hassle.  

The most serious allegation is that the boyfriend is messing with the electrical panel to the point where power is flickering and/or actually shutting off. 

Interestingly one of my keywords is 'Newark' as I consider myself somewhat knowledgeable about the area and wanted to make sure I chimed in when someone posted about it.Sure enough someone posted an alleged 'deal' in my city where the stated numbers sounded extremely fishy.

If you have this estoppel then you can provide it to your legal counsel if and when it may be needed.The alternative is to threaten to walk from the deal unless the seller agrees to have escrow hold back this months full rent and the security deposits purported by the tenants to having been paid until such time as the landlord can leverage the tenants to comply in validating the information in the estoppel or the seller can produce documentation that supports their claim that no security deposit exists.If I were in your shoes and didn't know exactly what my legal standing is as a buyer under a contract for sale or post closing as a landlord with allegations of existing security deposits from tenants I might be evicting before receiving any rents I would contact an attorney post haste to get sound legal advise.
