@Penny Clark I am an agent for Farm Bureau finacnial services in MN, You can shop around to different companies, my advice is find a multi line company such as farmers, state farm, or even some mutual companies.

In Illinois is the IDFPR (Illinois Department of Financial and Professional Regulation) in CA it looks like the Department of Consumer Affairs, Bureau of Real Estate.  

You may want to check with your credit bureau/AG/Realtor Association.In Mass you can't reject someone for credit unless you're licensed/certificate to review/interpret credit reports.

Only one credit bureau was used in the background check site we used.

The buyer's lender wants to see a clean title, but insists that the title check goes through the Bureau of Motor Vehicles (BMV) because it's a trailer.

We also use the Colorado Bureau of Investigation which can do a quick online criminal history for about $7.

An enterprising person might pour 5 gal water on the roof and see what happens to the gutter, be careful up there, though.
