I'm in that situation and have a tenant that wouldn't turn on gas.

My opinion only 2 cases make sense for the seller 1) they have few options and this presents the best means to get out if a bad situation.  

Some of my clients in this scenario literally just pick-up the phone, tell the seller of their specific property they are interested and they are well qualified, and see if there is some kind of fit. 

This led to a nearly $3,000-$4,000 bill for new installations until I clarified the situation and found that the unit already had hookups.
