A state like TN is growing because people are migrating from high tax states, such as my state of CT who’s economy is on life support mostly due to those same tax and spend policies and politicians I mentioned above.

( I also credit this to politicians)I dug deep into all the information I could find on the property.

I cannot imagine the SCOTUS upholding something like this, but unfortunately too many politicians without an understanding of basic economics put in place knee-jerk policies and pander to the population demanding rent control or lower rents, etc.  

Better to find a partner and buy urban, then rezone or wait until millenials put enough pressure on local politicians.

This was all in what the city told people at the time but when it came out one man had a large number of units with co-hosts the politicians are calling it a loop hole.

I'd assume talking to a lot of local politicians about their plans for the area would be a pretty good indication.

The other advantage of the government financing this is exactly what we see now, politicians short on votes can promise to forgive debt you just have to vote a certain way.  

What happened is politicians put politics first. 

.* FWIW, Loophole is the term used by politicians who want to show they are fighting for the taxpayers to fix "mistakes" in the tax law.  

This was due to the problems liberal courts and politicians were causing with staying profitable.
