For smaller vanities it's usually best to just replace the whole vanity-if toilet shows scum or the lid shows any form of wear replace it-replace any mirrors or their hardware that do not look brand new-be sure all windows function-be sure all external doors are keyed the same-new white vinyl cordless blinds throughout The list is usually longer for complete rehabs, but hopefully you get the point.

@Don Meinke also raises many good points, in particular the FPE breaker box, lead paint, and outside receptacles.You can do a simple test for lead paint yourself with some 3M "Lead Check" swabs from the hardware store.

If the cabinets are in good shape under the grime, give them a really good cleaning and then have the doors sprayed the colour of your choice to freshen them up and add new hardware.
