I would charge the full month's rent.

Second: writing off the full cost of a new car is badly overhyped.

Whoever they are dealing with also dropped the ball and the buyers are full of something-everything was in writing and if they signed off removing the financing clause, they are on the hook to buy. 

In my limited experience with HML, it was something like 2% loan fee and 12% interest on the FULL balance.  

I live in CA full time so only go to Portugal every few months.

If you’re looking for a more full time job I’d consider that.
