I am not aware of it being confidential unless you have agreed to those terms....maybe a pm can chime in...But a clever person may be able to get your name and contact info through an assessor database or other public source ..As to your question, I find tenants that leave owing you money tend to have just the opposite reaction (more flight than fight)..

I suspect that the pipe was in an area with poor insulation and froze from the outside temperature.I think that this just happened, and she should fight the liability.

Business tenants might fight back on that, putting them out of business. 

Either return the check or bid on the job and use the $1,000 and deposit for he work to be rendered.If that still doesn't work, you can go to state board and electrician's union or lobby to fight.
