In general decent pms just don't manage in bad areas. 

That way, you can protect yourself from any potential scams or bad deals.

More damage in the bathrooms, but overall not too bad.

Perhaps they are scared of other bad players stealing their info?

I think a 1031 exchange wouldn't be a bad idea if you're not making much on the property, and are worried about big repairs coming up in the near future. 

They may be great, or they may suck as badly as you say.
