As others have mentioned, I would get into a skilled trade that requires a license that cannot be offshored or done by a machine (plumber, electrician etc).This would set you up for good W2 income, you won’t go into debt, it will expose you to renovations, and you can house hack while you’re young and single.

Typically I'd have a property inspector inspect the property before buying it but since the utilities aren't on should I just Have an Electrician, Plumber, and HVAC tech inspect the property instead ?

Good agents know the contractors .I can tell someone almost anything because of my experience and smile, I could tell you that all the sheet rock needs removed to save you money on the plumber and electrician.

You should really have a plumber, electrician, structural engineer, and roofer get out to the property to see what is required regarding the overall systems before you even try to put together a budget for all the cosmetic stuff.
