@Michael Bishay your biggest challenge will be getting your expected ROI out of Class C & D properties.S8 vouchers aren't necessarily a guaranteed solution. 

I already lost enough money from Class C properties but I get to write those off on my taxes  - I have so many passive activity losses which will be carried forward.

We are having some issues leasing our properties, specifically our B and C properties.
