My question is by refinancing does that restart the clock on our 2 years that we must live in the property to fulfill the FHA requirement before moving and using this home as a rental?

From what I've seen, that's an extremely unlikely proposition to fulfill.

You would need it to hold enough money to fulfill it's business for a period of time, generally several months.

new lease agreement has new fulfillment and no carry overs can be allowed unless properly documented in the addendum

They may just be fulfilling some contract terms by having the property listed.That being said, it rarely hurts to put an offer in at your price.
