Have you tried going directly through your insurance provider?

Check to see how many contacts a listing has received in X amount of days to see if it is competitively priced.

You can also list on Facebook Marketplace, join local Section 8 Facebook groups, or contact CMHA directly - they often have a list of people looking.

I recommend starting by contacting the county’s property tax office to determine if they are open to discussing or reviewing an appeal for property taxes.

That said, if you only have a few "residential" rental buildings, most direct carriers can get you pretty low deductibles on their stand-alone policies (State Farm, Allstate, Farmers, Nationwide, etc.). 

Once rates change direction and start a new directional trend, it usually takes a major event or change in fundamentals to reverse again.
