Tell them "from jump" in a diplomatic but firm manner - they are all good people ("otherwise we wouldn't have selected you to live here"), and they need to be able to work out these issues amongst themselves.

On a related note I renovated to flip a house after purchasing it right before the housing crisis, and used a no-interest loan to do so.

Perhaps more diplomatic, rather than telling them to stop altogether, request that you be permitted to also approve any new tenants.

Venezuela gas is close to free (~$0.02 a gallon), it creates economic crisis not able to operate as an efficient government.
