I strongly suspect your best move is to roll the TSP to a Traditional IRA and convert the IRA to a Roth, using non-retirement dollars to pay the income tax, even if you have to borrow the tax liability. 

Your original lease is likely to have had a holdover provision that converts from a term to a month to month; did you check?

Not sure exactly how the numbers would work initially, but if you can buy homes, convert the garage into an ADU, and then resale there is a market for it.

Be sure to theme the bedrooms and convert the garage to something more functional.

There are more options than multifamily - she could convert her garage into an ADU for example.

The plan for that is either rent out my room or convert it to a sober living facility.
