Utilities altogether is about $250 a month, internet is $90 a month for the 1T fiber (we want fast internet for 6 people), 5% vacancy, Lawn care $120 a month, Pest control $30 a month, and we do bi-weekly cleaning of the common area at $200 a month.

Be careful.

You've clearly put a lot into it, you clearly cared, so why build it all just to off-load.

Although I care less about my financial loss, what upsets me is their manipulative conducts.

It's a former adult care home, so the layout is shared bathrooms, and this would allow me to not have to change the plumbing layout while offering a competitive price-point and unique experience to travelers.

I think you are best served to get the best advice and that is what will make your business work much better than the ones who don't care about the regulations.

I want to keep away from any short cuts , I am not looking to take large cuts from sellers (I’m a true agent at heart and looking to serve my clients) .

If you decide to build new construction, be very careful with builder contracts out there. 

What I am trying to say is be very very careful in the city and speak to attorneys ahead of time in regards to the process, cost and how long it will take.
