If it is in Fairfax County, you probably can not build a duplex.

Maybe reach out to the buyers assuming they are listed on the county property tax records.

I’m absolutely interested in doing more flips in Sacramento and el dorado county. 

In fact, you can't get a new vacation rental license in either city, nor in the unincorporated Summit County that surrounds those towns. 

In San Diego county, this is limited to the city of San Diego.   

Usually, older mobile homes get grandfathered into any new rules and regulations with the city and/or county.
