For example, I had the hvac guy come to do the annual check on the furnace and the tenant managed to talk the repair person into changing out the thermostat even though it was functioning, she just didn't like it.

In my situation, while gas for cooking was already separately metered, the pipes use for the radiant heat were shared, and you couldn't separate them with a second boiler.I put a locked cover over the thermostat that was set for 71 degrees.
