The solution is to do an initial walk thru before move-in with the tenant, have them sign off on the condition of the property, include language requiring that it be returned in the same condition it was in when rented (carpets vacuumed with no stains, hard surfaces cleaned, etc.) and collect a large enough damage deposit to pay for damages and necessary cleaning.
