This area is becoming very popular and it a short walking distance to the lake with boat access, however, there are still some rough neighbors and unsightly mobile homes in the area. 

I do not know if the way tings are managed by PHA is specific to PHA or is a characteristic of section 8 /HUD nationwide. 

Over under is less ideal than side by side, unless something about the lot characteristics requires it.

You are talking minimums of >2,000 acres with ideal sun/wind characteristics (hundreds of thousands in upfront leasing costs there), and millions or billions in construction costs.

@Matt Fischer some cities/municipalities have a quality of life ordinance in which you can report (anonymously sometimes) violations such as trash left out, visible exterior repairs which are unsightly or dangerous (inadequately repaired balconies, etc).
