By the way, any state that has "boards" governing licensure has it's statues on their boards website and sometimes on the states website.

In my state a tenant is afforded the right to a renewal unless there is a violation which is codified in the anti-eviction statue.

Assuming this is the property with the statue and the american flag, I see a few problems.  

You don't just have to do bare minimum stuff to get it up to code using renovation financing, you can put in hardwood floors, new windows, etc.They will not let you add silly things that wont add value (giant unicorn statue in the front yard, etc), but if it's something a reasonably intelligent landlord would want to put in, it'll probably be ok to include it in the reno because things that increase rent tend to also be things that increase value.

They tend to focus on doing stuff like the following:If there's a religious statue, message, art installation or the like on government grounds, such as on court property, public schools or other areas, they petition for an equal right to install a message.  

If you want to play around with these I would find an attorney to work with and/or start researching state statue. 

. $150 will build a nice enough home with craploads of cheap painted moulding, granite, marble, nice enough cabinets and finishes.

You would not upgrade to marble in the kitchen if the rents did not justify it and the increased rents provided a reasonable return.At the end of the day, I would suggest you look at what you would be out of pocket after all rebates / incentives and what the benefit (cost savings) are.
