Dogs bark they stink up the apartments they rip stuff up when the owner leaves for work ( think of the other tenants) they get fleas and tics they snap at strangers and sometimes kids they leave poop everywhere and all these issues compound when other families live in the same building and use the same small yard .

@Kyle MyersI never suggest cashing out retirement funds especially Roth IRA funds because of the power of compounding since all gains grow tax free in the case of a Roth IRA.

If you are really uptight about the paint you can simply skim over it or put up 1/4" drywall over the older drywall and plaster lathe.Now if you don't want to hang any new drywall and just want to fix the cracks or gouges you put in the wall removing the paper, just use drywall compound.
