I had a tenant purchase a money order, fill it out so he would have the carbon copy receipt, and then get a refund on the money order.

I would however suggest that you check out a local meet-up like the one held monthly at the Ram by Kevin Carbon.  

I know a guy if you need someone.You'll send in the form, the money, the inspection passed sheet, and also I think forms you sign saying you have carbon monoxide/smoke detectors.Be sure you read the instructions thoroughly on the form!
