You should choose design, fixtures and cosmetics.  

This means removing 100% of C violations (mold, fire safety, mechanical), 80% of B violations (vermin, loose fixtures, broken tiles, smaller stuff), and 80% of A violations (really stupid items like a light bulb out).There are more - so many more.

There are so many decisions to make when rehabbing or choosing tenants, hiring and firing contractors, choosing ceiling fixtures and coming up with more money when the unexpected happens.

When I got back my kitchen door was wide open, he was on a step ladder, goofing with the wrong fixture.

With permitting watch out for the SDC's (Systems development charges) from the city for the extra fixture counts.
