IF you're in a no growth city then you cant afford to pay retail as you end up with a tattoo you can never get rid of.

The plan you listed will require strong determination to not spend money to go out on those weekends, spend that BAH on an new xbox, work after hours online for school, get a tattoo, splurge on a vacation after a deployment, etc.
