@Nicholas Anderson - I sold a house that backed to a major highway and had constant roadway noise like it seems this house might have based on your analysis photos.

I'm looking forward to taking my "passions" to the next level and start making some money with it.My daytime job is project manager on a large roadway project (CF Harvey Parkway Extension in Kinston, NC if you are familiar with the area).

Makaha, as already mentioned, is as far away from Honolulu as one gets on Oahu and the rental market is not very strong out there due to poor city planning means few jobs for young professionals and the inadequate roadway limits its appeal to commuters who want to work in the rapidly expanding town/city of Kapolei. 

(Sewer access, water lines, pave a roadway etc) I’m assuming I’ll be going to the town as well for permits and approvals, any other steps there I should take to make this happen?

It seems that no one in power has the courage to step up with mass transit like major cities or fix the roadways that cause so many issues.

Or does the home in question actually need personal ownership of land from home to public roadway?

I'm a civil engineer (transportation/roadway).

My question is if I purchase the tax lien and I need to add a small road way to gain access to the property from a county road would that expense be paid back to me if the owner redeems the property?

I am looking at a piece of land in California that is rural in nature.  5 acres, it looks to me like there is recorded easement for a roadway that was never developed.  

There are plenty of manufacturing facilities to keep jobs in the area, and good access to many of the major roadways.
