Across the board, the worse the neighborhood, the better the cash flow, the better the neighborhood, the trade off for tenants base, better schools, low crime, etc etc.

Be aware if their payment is clearly labeled "for rent only" or similar, and in that case, only apply it to rent. 

We are not large scale but we do own properties in multiple states and are aware of the limitation of a subjective line like "should have rented in a hot market".

You can run other campaigns like Display or YouTube that are more about generating awareness, but specifically for PPC you want to measure leads.
