I would assume that you'd just simply sell each individual lot to the developer at a set lot price such that your cost to purchase the raw land and improve it to buildable lots was worth the proposed profit per lot.  

If your primary has a net $1M appreciation you’ll only pay $100k cap gains tax - that’s a lower alternative than what you propose.

@Lewis Kerwin, based on those pictures I'm guessing the PM has a dog in the race aka that they stand to profit from the re-paint they propose.
